You can submit a tenancy agreement as you have described. The list HO states is NOT mandatory but you do have to provide proof of your accommodation and the agreement plus a letter from your landlord as a start would be good.
Does she also need to give Life in UK test for the visa ?
No, it is only required when applying for ILR. She needs English A1 test for spouse visa, from the approved list of providers.
Do you know how much I will have to pay towards IHS for Spouse settlement visa ?
For applications from outside the UK, it is £600 for the first entry clearance visa, payable before you apply.

Photocopies should be fine, notarise bio page of passport and BRP or all of the copies if you want to be on the safe side.

No, I don't think so, as you are already married, you need marriage certificate.
