I request your guidance on the
1. Correct Application form for them
2. Documentation required
3. I will get by British passport next year, should I wait or can initiate the process for them straight away.

The difficulty is, that if you can afford to pay for daily care in the UK, you would be able to afford to pay for it in their home country, unless they are applying from a higher cost country, such as the USA. Also at the age of 60, your mother wouldn't be considered as 'elderly'.
Also bear in mind that if you apply and are refused, future visitor visas are likely to be refused.

If it's that important to you best relocate back to your country of origin. Anyway 60's not elderly!!

To my knowledge there have been less than 50 successful applications since the tougher rules were introduced in 2012 and the majority of these were following a lengthy and expensive court appeal.
