how to submit an application for judicial review?

I came in UK on 2009, after completing my degree I applied for tier 2 visa. My application for Tier 2 was refused last month and I was given a limited time to apply for administrative review. Unfortunately the administrative review was negative. I was left with an option to appeal from outside
uk . But I want to apply for a judicial review here.

Could anyone guide me in a nutshell , how to submit an application for judicial review?
