I did read the booklet, unfortunately I either missed this information or it was not specific enough. I will read it once again, to be sure.
1. I do not have this document. A lawyer from my company (who frankly does not specialise in immigration law), advisor in Home Office helpline and Julian11 from the thread I mentioned all said it should be fine as long I started the university straight away after coming to the UK.
2. I had a EU health insurance and currently I am in the process of requesting a document confirming that from Estonian health service
1) Unfortunately, you have either not understood the question on possession of PR card or were unaware of this new mandatory requirement for the privilege of citizenship.hraban wrote:Thank you for the reply!

Edit: It seems to be that I have been to slow to submit my application, and now the booklet clearly says "You should apply for a permanent residence card to prove that you hold that status before applying for citizenship.". Looks like I am out of luck this year...
Yes I think you are correct, (statement only necessary for RC).hraban wrote:Applications for a document certifying permanent residence or a permanent residence card - EHIC or E111 is provided
You do not need a statement of intent with these applications as at the permanent residence stage you are deciding if the applicant has already acquired a right of permanent residence in the UK.
Therefore the applicant’s intentions for the future are irrelevant. In these circumstances, applicants only need to provide evidence to show they had an EHIC (or an E111) for the whole of their five years continuous residence.
Does it mean I need to show the proof of having EHIC from the period of 2010-2012, and then a proof of being employed and paying taxes, and therefore being covered by NHS? Only past 5 years are taken into account. I think it means I do not need to submit the statement of intent
