I am trying to book an appointment for myself in April but it not allowing me to do. it only shows dates in February . I am applying for ILR tier 1 General route, it shows me £1900 premium appointment fee is this is correct. Can you please suggest any way i can book appointment from 19th April.

You're searching far too early. Appointment slots are only released onto the system 42 days in advance.

To apply for ILR in person the fee of £1900 is correct.

Yes i am applying for ILR but every time i check the dates it dont show me even for month of march. do i have to call them to book an appointment.

No it won't because March is more than 6 weeks away (42 days).
