Applying for permanent residence card 28 days early

Am I able to apply for a permanent residence card by EU law (EEA4) if I have lived in the country 28 days less than 5 years. Whoever has applied this way, please try to answer.

You could apply but (except in special circumstances) you would only be successful if you can show you have been exercising treaty rights continuously as a qualified person for 5 years.

And you would need to show any absences from UK have been kept within prescribed limits so as not to break continuity of residence in UK.

We have been living in the UK.

Would you be able to post a link to the article that states that I am able to apply 28 days before the full 5 years. I have read that I must have been living in the UK for the full 5 years. My husband has been continuously working for the full 5 years.

You missed my point.
Anyone can apply whenever they feel like it , they only risk losing a relatively small fee.

You will only succeed when you meet the requirements, which, in ordinary cases, is after 5 years in UK.

Why would you want to apply 28 days esrly anyway?

@ noajthan, perhaps the OP is confused given that the UK Immigration rules allow the 28 days before scenario. Not applicable to EEA route though as you say, has to be 5 full years.
