PBS dependants of SET(LR) applicant

Hi all, I am new here but heard alot.
my question is that:
I got my ILR December 2014 after 10 years residency. before that i got Entrepreneur ship visa from March 2014 till March 2017. My wife and my daughter were defendants on my Entrepreneur ship visa. after receiving ILR i applied for my daughter naturalization and passport because she was born in UK. my daughter got British passport already. I need to apply for my wife FLR (M) but i did not have a job for £18600.00. now i have a job of £17600.00 gross plus the saving of £19000.00 which i need to keep in account until 6 months. My wife has not gone out from the UK since i changed to ILR. I am going to apply her FLR (M) in May 2016 after completing all the requirements of the FLR (M). my wife is still on my Entrepreneur ship dependent visa which will expire on March 2017.
I have read some comments from the Gurus here that the ILR long residence dependent (dependent of Entrepreneur ship which is expiring March 2017) can apply FLR (M) before finishing her visa.

AM i right?

i just would like to ask one more question that can my wife travel out from the UK? as she is still dependent on Entrepreneur ship visa and I will apply FLR (M) on may 2016. can she travel out from the UK.

No, it is risky and she could be refused re-entry to the UK. She should switch to FLR(M) before she travels.

The reason to ask because my wife mother is in a very critical situation and she is the only daughter. My wife mother wants to see her daughter. She is hospitalise and waiting for her daughter. In this case what should I do. My kids are British passport holder and they will be travelling with her as they are under 4 years. My wife she just wants to see her mother and come back. I mentioned in my last post that I will apply her FLR M on May when requirements will be completed.
What should I do in this difficult situation when her mother in her last stage.
Please help us with the advice.

She may also apply for entry clearance as a spouse of a settled person before she returns.
