Can a decision be taken on flro before bio metric enrolment?

I was wondering to know if a decision on valid (applied before current leave expired) FLRO can be made before bio metric
enrolment? Or a case worker has to wait until bio metric is provided before a decision could be made?

Only after biometric has been undertaken can a substantive decision be taken on an application, unless of course the decision is in regards to validity.
