What will happen if any tier 2 general applicant (switching from tier 4 student) start working with the sponsor before getting decision .....

It's illegal. You can't start your work without getting the BRP (that happens after decision of course). Your employer should be aware of this.

To add, the person doing this will risk his stay in UK and the sponsor will risk his sponsor license.

Don't do it. I agree with the other two posters comments too.

If your current Tier 4 visa allows employment AND the visa is still valid then you can work for your new proposed employer pending your decision.
If your Tier 4 visa did not allow employment then you can not work in the interim.
