Job offer and CoS UK

Hi,

I've recently accepted a job offer and signed contract in the UK.
But due to Tier 2 General Cooling off period, now I couldn't fulfill
the job offer/contract and come to the UK for the next 12 weeks.

Is there anything, I can do regarding this permanent contract with the employer?

The cooling off period is 12 months NOT 12 weeks.
