Tier 2 Dependent Visa Query

Dear Immigration Board Experts,

I'm under Tier 2 Dependent Visa since June 2013 and right now I'm in Permanent Job. My employer willing to sponsor me under Tier 2 General category. Very first time I applied dependent visa on June 2013 from out of country. After that my partner changed sponsor last year and at that time I again applied dependent visa on April 2015 from in country. On this situation

My query is if I get Certificate of Sponsor, can I apply from in country or do I need to go out of country to apply?

You have to apply from home country. You will also lose the time you have already spent in the UK towards ILR based on 5 years residence.
