My Brother-In-Law Visit Visa Rejected

Hi All,

My brother-in-law have applied Visit Visa and I have provided that me as Sponsor (Holding Tier 2 ICT Long-term Visa) for his all expenses.

However his Visa rejected on the reason stating that "it is your responsibility to satisfy me that your personal and financial circumstances in India are such that if granted leave to enter you will be abide by all of the conditions attached to any such leave. You say that you are unemployed and you have provided no evidence of your circumstances." "In the view of above, I do not consider that you have provided adequate evidence of your social and economic ties in India to satisfy me that you intend to leave the UK at the end of your visit. I am not therefore satisfy that you are genuinely seeking entry for a purpose that is permitted by the visitor routes (V4.2.a&c)

from my understanding that the area of rejection is:
56 WHAT IS YOUR CURRENT WORKING STATUS? UNEMPLOYED

He is just finished the Graduation and he is currently supported by his parents. Here how do I able to show his tie up with India?, since he is already completed his Studies and looking for a Job (he finished his Graduation in May 2015).

If anyone succeeded with the same type of Visa Application?

No, he was refused because he did not provide documentation about his personal and financial circumstances. Although being unemployed will be against him as he has no reason to return.

What did he provide as documents for his visit visa? How long was he planning to visit you and what did he state in the application form?

I have provided the Invitation letter, Bank statements & Salary Slips, Address proof in UK of mine. Stating entire trip is sponsored by me (Accommodation, travel and etc)

from his side, I haven't provided anything as he unemployed (Just finished the graduation) and no asset on his name. But my question is, is that enough, if I provide Parents Financial evidences and stating the letter that they are taking care of him?
Although being unemployed will be against him as he has no reason to return.
How can I overcome on the above reason? I read through the similar threads, which says even providing financial statements of parents, their Visa refused. So what reason can be provided for him that he has to return.
