Anyone know the new changes to Tier 2 ICT Visa?

There are no formal changes informed by home office as yet. The report that was published few days back, is just a recommendation by MAC. We will come to know in new few months if any recommendation is getting implemented or not.

Only if your Tier 2 ICT was issued or applied for BEFORE 6 April 2010. There has been no change to the ICT/ILR rules.

But it says below 2 lines

a Tier 2 (Intra company transfer) migrant under the Immigration Rules in place before 6 April 2010; or
a qualifying work permit holder, provided that the work permit was granted because you were the subject of an intra-company transfer.
Also, the sponsor that gave you the certificate of sponsorship for your current job must:

The visa called Work Permit, was discontinued many years ago. It was a bit different to the PBS (tier 1, 2 & 2ICT) visas.

In the absence of you providing any details on why you are asking or what your full immigration history is, no one can guess what is applicable to you or not.
