Change of CoS, apply for dependent from within the UK

Hi,

First, some background information:
I came from Brazil to the UK on October 2014 with my wife and baby daughter (4 m.o back then) to work as a software engineer. The employer hired another company to look after the visa application, the three of us came under Tier 2 General Visas (and dependants).

On July 2015, I switched to a new job, me and my wife, already have the updated visas with the new CoS and the BRP. But as my daughter's passport was about to expire, we decided not to apply for her until she had her new passport.

I am trying to apply for her now, but it looks like it's not possible to apply for new Tier 2 Dependant Visa from within the UK anymore.

So here are my questions:
Is this correct? Have the rules changed and it is now no longer possible to apply for Tier 2 Dependant Visa from within the UK? I know for sure it was possible a few months ago, as I have applied for the same type of visa for my wife and it was OK.

In this case, what is the exact procedure I have to follow to apply correctly? Do we have to take her back to Brazil, apply and wait from there until the final response? Can I apply from here and go back only to collect the biometric information? Could I take her to another (closer) country, like Italy or France, and collect the biometric information there, in order to avoid paying for expensive plane tickets?

Why do you think it is not possible?

It is an online application only for Tier 2 general dependents, there is no longer a paper form.

Does your child still have a current visa??? I hope for your sake the child does.

You should have applied for your daughter at the time. The passport only needed to be valid at the time of application.
