Tier 2 dependent work?

I'm moving to the UK on a Tier 2 employer sponsored visa and my spouse will come on the Tier 2 dependent visa. From what I can tell, there are no restrictions on my spouse's right to work in the UK (as long as he's not a dentist or doctor, which he isn't). However I also read that last spring 2016 there was a proposal up for consideration to eliminate the right to work for tier 2 dependents. I know that the proposal was not approved. Does anyone know how likely that proposal is to come up again? I've also read that companies who hire employees on tier 2 dependent visas have to pay a fee...does anyone have more information about that? Basically I'm trying to figure out as a practical matter what barriers my spouse would face to finding suitable employment in the UK. Thanks.

Spouse is fee to work. No changes to that.

An employer hiring a tier 2 dependent does not have to pay any fee to HO. Not sure where you "heard" this.

So it seems that companies are already being charged £1,000? And Theresa May has a proposal to increase that figure - any sense of the likelihood of that happening? Many thanks.

That has already been implemented but IS NOT for dependents but for new tier 2 general applicants.
