REALLY URGENT - Switching from Tier 4 (General) to Tier 2 (Dependant) Visa

I currently have a Tier 2 General and intend to apply for my spouse the Tier 2 Dependant Visa. My spouse currently holding a Tier 4 visa. I understand my spouse would be able to apply from within the UK as he has a Tier 4 visa. I need help on certain things such as :

1. What is the process to switch from Tier 4 to Tier 2 Dependant Visa from within the UK? What are the documents required for it? Do we need to apply through my sponsor or we can do it on our own?

2. My spouse course is finishing in October 2018. As he is holding a Tier 4 Visa, does he need to show that he has completed his course in order to switch to Tier 2 Dependant visa like the Tier 2 General policy?

3. I understand that anyone holding a Tier 2 Dependant Visa would be able to work except for doctor-in-training. Thus, would my spouse be able to start working even though his application has been submitted and pending approval from the home office? Or, does he need to wait until he has been approved and receive the BRP to start working?

I really appreciate if anyone could help to provide some information the soonest as the matter is really urgent.

1. Apply online for a Tier 2 General Partner visa. See links below for details and guidance notes. You apply on your own. It doesn't involve your sponsor.

2. No, it is not relevant to dependent visas.

3. Ideally wait till you have the visa and BRP card as right to work evidence must be provided. Until the visa is decided, the Tier 4 visa conditions will continue. Also remember that if you apply by post, you have to send the passport and BRP card so she will have no evidence of her right to work to show potential employers.

You also have to have the 90 days maintenance funds.

We are planning to apply from within the UK - is it a requirement to provide TB test as well? We are from a country that requires TB test when he applied for Tier 4. Since this is a switch of visa, I assume it is not required?

Also, do we need to submit the passport and BRP of the Tier 2 General holder together with the application, or is it not needed since they already request for the Tier 2 General BRP reference number in the application?

For supporting documents, is a council letter preferrable? List of supporting documents:
1. Passport & current BRP (both current Tier 2 General and Tier 4 General)
2. Bank statement
3. Marriage certificate & English translation
4. Council letter
