Switching from Tier 2 ICT dependent to Tier 2 General

Hi,
My Spouse would like to switch from Tier 2 ICT Dependent Visa to Tier 2 General.
Currently we both are in UK on Tier 2 ICT long term staff.
She has got a job offer who is ready to sponsor her for Tier 2 General Visa.

1) To apply for this visa do she required to go home country and apply from there ? or can she apply within UK?

2) Is cooling off period applies to her?

1. She can only apply from home country with a restricted Cos and once the full and proper RLMT has been done if not shortage occupation.

2. Cooling off DOES NOT apply to PBS dependents applying for tier 2 General main applicant visas!!
