Indefinite leave to remain or pr

My husband is Syrian I am British we however met, married and lived for 5 years in cyprus. He visited the .uk with me on a 6 month eea family permit in May 2014 we however decided to stay and converted this to an eea residence permit using the surinder singh route. This is due to expire in September 2019 my question is
1. does he need to apply for indefinite leave to remain or permanent residence ?
2. Even though we came via s.singh.route can he apply as a spouse of a British citizen ( I work full time and earn above the threshold)
I find it all a minefield and would appreciate any input

1. PR or settled status.

2. No he can't as he doesn't hold a visa issued under the UK immigration rules to qualify to apply for ILR.
