Spouse visa enquiry

Dear Gurus,
My sister lives in the UK, she is a British citizen, she got married our cousin who lives in Iraq, he is Iraqi, he and she have separate bank accounts in Iraq, he has about £100,000 in his account and she has £40,000 in her account in Iraq. She has a bank account in the UK as well, she has £15,000 in her account in the UK.

She wants to bring her husband to the UK via spouse visa, and she wants to use "saving" for financial requirements because she does not have a job now.

1- Can she use her bank account in Iraq if she added more money to reach the required limit and after 6 months she can take a bank statement shows the required funds?

2-Can she use her husband's bank account statement (6 months) in Iraq for financial requirements, he has sufficient funds for that?

Maybe read the link again as it is clearly stated in Appendix FM 1.7, specifically para/point 7.4 and 7.4.2 on page 50!
