T2 ICT Dependent Visa to Tier 2 General

Dear expert members,

My friend wants to apply under Tier 2 General and his wife as his dependent, they were previously on Tier 2 ICT ( My friends wife ) and dependent ( my friend ).

Can they come within 1 yer of cooling period.

There is NO cooling off period for PBS dependents applying for Tier 2 General main visa.
