EEA Family member rights during application for residence card

Hello,
I'm a family member of a EEA national, and I have just applied for a permanent resident card (EEA(PR)). My previous residence permit expires on March 15, so I'm trying to understand what are my rights in the UK before I receive the Certificate of Application. Do I have right to work or use NHS services? Thanks in advance.

Thank you very much for your reply.
It turned out to be a very tricky question as I called several times to the Home Office, and they provided me with different information. Yesterday they said I have no right to work unless I receive the COA, but today another person said that I will remain a permanent resident after my permit is expired, and I all my rights will be unchanged.
Could you kindly provide me with an official link that would confirm my rights so I can show it to my employer?

I just wanted to add some more information here.
My company is urgently asking me to prove my right to work as they are going to be audited next week. However, I can't currently do it as all my documents for a Residence Card were submitted to a Home Office on March 2 and I haven't received anything from them yet. I'm currently waiting for any information/advise from my employer on what can be done in my situation.
I don't want to sound pessimistic, but it looks like they will discontinue my employment as I don't have any prove of my application at the moment.
