ISC charges for switch employer on tier 2 general 2019

Hi,I am on tier 2 general visa from January 2019.i want to switch employer but my new employer have question if they will have to pay ISC charges?Can anyone help me with this?am I ISC exempt?

I am not PHd and neither switching from tier 4 or ICT.Does this means ISC is applicable for my new employer if I switch employer on tier 2 general?
