It is £18,600 per annum, so your second option. Not sure what is confusin as HO guides and weblink clearly states annual income, which is the only source of information you should use.£18600 in 6 months = £9300 which would be £1550 per month
Thank you - I am on a UK group on Facebook and they all seem to tell me this. I have not seen such on the Gov.uk which is why I wanted to clarify.

You and your partner must have a combined income of at least £18,600 a year if:
you’re applying as a partner
you want to settle in the UK (get ‘indefinite leave to remain’) within 5 years
