Tier 2 to ILR doubts

Main applicant timeline:

Visa valid from 01-Dec-14
Entry in UK 11-Jan-2015

01-Dec-14 to 31-Aug-2017 Tier 2 entry clearance
01-Sep-2017 to 14-Sep-2019 Tier 2 leave to remain

PBS dependent timeline (wife & daughter who was born in Pakistan):

Visa valid from 26-Jan-2016

02-Feb-16 to 31-Aug-2017 Tier 2 leave to remain
01-Sep-2017 to 14-Sep-2019 Tier 2 leave to remain

PBS dependent timeline (a son who was born in the UK):

01-Sep-2018 to 14-Sep-2019 Tier 2 leave to remain

First, I will apply for our (myself & wife & daughter) tier 2 extension on 12-Sep-2019 as my attention is to register my UK born child as a British citizen.

If I do not get my decision by 03-Nov-2019, I will vary my application to ILR using the following list of documents:

List of ILR documents:
Passport
BRP
IELTS (general training test expired as I used in entry clearance and the test center is on the list PK011).
Life in the UK test pass letter
The latest p60
Most recent 1-month payslip
Most recent bank statement
Two letters from Employer (absent and foreseeable future)

I have the following doubts:
  • For Tier 2 visa extension, is 6-8 weeks processing time starting from the date of appointment or date of application submitted online? If it starts from the date of appointment, how long maximum can I delay the appointment within UKVI rules?
  • Is it too risky to vary (If I can) my tier 2 application to ILR? In particular, my situation with tier 2 dependent extension application?
  • Is the list of documents for ILR enough?
  • Can I use the expired IELTS test for my ILR application?
  • I worked in University. Can I get the absent letter from my Line Manager or the head of the department?
  • If anything went wrong with my ILR application what would be the scenario?
  • I think passport photos are no longer required as recently the system has changed. Isn't that right?
  • I am not applying for tier 2 extension for my UK born child. Will he be overstayer?
  • Is the sooner date for ILR application 03-Nov-2019?

Apologies for the long post. I just want to clear my doubts as I have been to many solicitors but their advice is not what I learned from this platform.

You can only used an expired test if it was used in a previous application AND it is at the required B1 level AND it is a test and test provider still on HOs CURRENT list.

You will be refused and your spouse will also be refused PBS extension.

Yes, but it should not affect a citizenship application once you have ILR.

Like I said, it depends on the service you choose.

My plan is to use the standard 8-week service for tier 2 extension and super priority service for ILR application.
I read somewhere on this platform that in the new UKVCAS system one can delay their biometric enrollment 45 working days maximum. Will this have a negative impact on my future application as my attention is to vary my extension application to ILR?
Can I borrow some time by delaying the biometrics enrollment?

Why do you believe it is risky?

I think it is risky because if anything went wrong with ILR, my dependent would refuse as you said. In the end, I may have to leave the country?
Another scenario could be if first I get an extension for me and my dependents. I will be safe if anything goes wrong with my ILR application. isn't it?

Yes - I think these conditions met. I have B1 qualification IELTS (general training) from test centre PK011 which is still on HOs Current list. However, I am not sure about 'test' as in current list is 'IELTS for UKVI. But my qualification is simple IELTS. "
