Housing inspection report validity

If a housing inspection report is valid for three months, why should it be dated within 28 days?

I remember reading this on a pinned post on the forum

Does the 28 day rule apply to employment letters too?

Property inspection report not always carry any expiry date because housing/living arrangements can be changed any second. Therefore, preferably it should be dated within 28 days. Regarding employer letter it strictly need to be within 28 days from the date of application.
