Hi there,
In my passport I got an entry clearance visa valid for 30 months. In that under the obsrv it says:
Obsrv. Settlement indefinite leave to remain outside rules
Type - leave to enter outside of the rules
What does this mean? And how can I apply for BRP (is it a must if so under ILR or Limited to remain should i apply) and my passport expires in another 4 months time.
Please help me here.

It means you have been granted leave outside the rules. Generally you can apply for ILR after 10 years on such route. You do NOT need BRP for an extension though

Can't I apply for ILR in 5 years and I thought I already have ILR because it says in obsrv part right? So why would it say,

When did you come to the UK and what did you initially apply for and your circumstances?

I came last year February. My father is a British citizen and my mom is not (She is still on Spouse visa).
I was over 18 when I got the visa and I am confuse with the obsrv part because it says,
Settlement indefinite leave to remain outside rules and why would it say "Settlement ILR" in the first place.
Please help me to figure it out and visa is expiring the end of next year.

My bad. I didn't read it properly. You have indeed ILR. But to work or study you need to get a BRP

Can I apply for BRP in soon date because my passport is expiring on October this year but my visa valid till next year August 2020. So is it ok if I apply for BRP this month or on September this year? I should apply for BRP under ILR right?

You are simply applying to transfer your ILR sticker to a BRP. Your ILR status will NOT change even after expiry date. Remember that it could take 6 months to get a BRP and you need to show you have been resident in the UK in the last two years.

As I said above you have ILR so there is no such a thing as expiry date for your ILR status. However a BRP card will have expiry date and needs to be renewed. ILR BRP cards issued now are given expiry date of 31-12-2024. You renew it again if it is about to expire

Hello again Zimba,
Just one more question.
When I am appling to transfer my visa to BRP card, do I have to do Life in the UK test and English test? Because I haven't done any.
Since I saw almost in every website in order to get ILR you have to do such exams.
Entry clearance visa: (valid for 33 months)
"Visa- leave to enter outside of the rules
Obsrv- settlement indefinite leave to remain outside rules"

Once I recieved the BRP for ILR, do I have to wait for 5 years in The UK to apply for British Citizenship or can I apply earlier (like in 3 years)?

You need 5 years residence before you can apply for British citizenship as you are over 18. You will also need to meet the English B1 requirement and the liuk test.
The only time a person can apply based on 3 years residence is if they are married to a British citizen.
There is no shortcut unfortunately regardless of how you got ilr.
