bank statements

My daughter (USA citizen) is applying for a U.K. Spouse visa to join her U.K. husband in London. She received notice that she was refused due to not sending bank statements. However, she did send the statements. I have 2 questions:
1) The statements only included the deposits of her husbands pay from his employer, is that enough or should have they included the full statements?
2) What is her recourse? Does she need to reapply, even though the issue is with the home office?

1. Full official bank statements showing all transactions

2. Better to re-apply with correct format of documents
