Full IHS Refunded

Hi Guys,

I applied for my Tier-1 Enterpensure visa extension (2 years LTR with IHS fee of £600 out of which £200 was already refunded in 2018) in Aug 2017. The Home office didn't take any decision and then I applied for application change to ILR in March 2019 as I completed 5 years. On 13th June 2019 I got an email from the home that they have 2 applications (LTR & ILR) related to me and they want to me to confirm which application I would like to proceed with

In reply (13th June 2019), I told them to proceed with my ILR application after 3 days of this reply, I got IHS refund of £400 in my account. When I look at the home office website they mentioned that there can be 3 reasons for a full refund of IHS

You’ll get a full IHS refund if:

you paid twice
your visa application is refused
you withdraw your visa application

I think I got the refund because I withdraw my LTR application but not sure about it. Can anyone advise/suggest me on this? As the refund can also be because of application got refused.

ILR applications don't need IHS, which is possibly why
