Tier 2 change of Sponser

Hi all my history on tier 2
First granted Feb 2015 to Jan 2018
Second extension march 2018 to April 2021

Now again I applied change of Sponser in Northern Ireland Londonderry. Before all tier 2 I was work in London base .
1. is there any new and different rules in Northern Ireland for tier 2 visa ?
2. Can I illegible to apply PR in Feb 2020 or it start again cause of jobs in Northern Ireland?
