Tier 2 Main applicant to Tier 2 dependent and then again to Tier 2 Main applicant

Hi

This is for one of my friends.

He changed his visa status recently from Tier 2 ICT main applicant to Tier 2 General Dependent (in May 2019).

Now he got an offer where employer is ok to sponsor him for Tier 2 general, can he switch his visa again from Tier 2 General Dependent to Tier 2 General Main applicant or does 12 months cooling off applicable in this case.

He is subject to the 12 month cooling off period, meaning he must hold his dependent visa for 12 months before he can apply for a Tier 2 from home country.
