Need to know cool off end date for ICT dependent who held ICT before

My husband was holding ICT from June 2017 to June 2019. However in 2018 Sept he switched to ICT dependent and we came back to India on 1st Jan 2019. By when is he eligible to get tier 2 general visa. We believed we could get his tier 2 general visa by 2019 Sept. please tell us if this is correct. Someone told since he held ICT till 2019 June, he may have to serve cool off period till 2020 june.

12 months from the date the dependent visa was granted/issued.
