Visiting UK after Spouse Visa Refusal

My wifes spouse visa was refused as we need more supporting docs which will take a long time to gather.

She's from the US and a US citizen can visit the UK for up to 6 months.

Would she be able to visit so we can be together while we wait for other documents to be gathered?...or would the border control at airport know her settlement visa was refused, think she's planning on staying and not let her in?

Usually a refused settlmenent visa shuts all door for visitor visa/entry.

Seagul stated "usually" your wife's situation could be one of the rare ones where the ECO or border control officer grants the permission to enter without hassles.
How do one imagine not seeing spouse for months (don't know how long it will take you to get the outstanding docs). If she has starling travel record, evidence of ongoing work etc (knowledgeable persons in this matter will mention other factors) that shows she has got reasons to return to the US then let her try. Where possible when coming over to UK, evidence/documents backing such should be in her hand carry luggage.
I was refused settlement, visits were granted on several occasions.
