Application from inside UK

Hello, I would need your advice on Tier 2 General application. I am so confused with rules.

I am staying in UK with Tier 2 ICT. And my wife is my dependant. Recently she has got an offer of nurse and the issuance of COS is in progress. I thought that she needs to get outside the UK in order to apply for Tier2 General.

But the confusion is here. Her agency for nurse recruitment said that she is eligible for VISA application from inside the UK. The agency said that they saw many cases. I assume It would be a switch from T4 student.

If she can apply from inside the UK, she can save flight cost. In the case of nurse, can she apply for tier2 general from inside the UK or not?

She cannot apply within the UK for a tier 2 general. She must apply from her home country with a restricted CoS.

She is a qualified nurse so CoS would be unrestricted CoS since a change from Apr 2018
