Absence details - student and spouse visas

I arrived in the UK in 2013 on a student visa, switched to a second student visa in 2014, and then into a spouse visa in 2017, living in the UK continuously throughout (with absences for holiday/ visiting family). I am now applying for my extension FLR(M). On the application online, it asks 'Have you been out of the UK since you started living here?' Do I need to list all absences since I first arrived in 2013 or from the date of my FLR spouse visa in 2017 (i.e. the last 2.5 years)?

in either way it will be fine but better to state absences from the student time.

Could I also ask, for the documents I need to submit for council tax: Evidence of council tax costs for the accommodation in the UK where you live or will live

Can this be an 'internet statement'? This is provided by my council and I do not have the original letter.

If it is in pdf format then yes it will be accepted by UKVCAS/VFS for scanning and uploading.
