I was enter the UK 2006 and go overstay and make application in 2010 flro that's go refuse in 2014 after go with appeal that's also finished in 17th Feb 2017 I make fresh application in March 2017 that's also pending yet if I see 2010 to 2020 in January 10 years complete so can I fallow the 10 year rule can explain me please?

You don't qualify for indefinite leave to remain based on 10 years residence. You must have 10 years of legal stay, you don't have that.
