1.Do I able to apply for dependent with Marriage certificate registered in India?
I believe your Indian certificate is good as long as it is in English. If not, then supply a certified translation. The wedding does not need to have taken place in the UK for it to be legal.
My current brp expires on December subject to be extended for next 2 years, can I go ahead and extend my ict tier 2 through my current sponsor since it is only 3 months left and then process the dependent?
If your sponsor is paying for the whole thing, why not; but you don't need to because...
Or straight away shall I apply for the dependent.
... As the spouse of a french citizen with PR you have an automatic right to live and work in the UK.
Now, if you are an Indian national I think you need a visa to visit France?
If you think you will travel to France or another EU frequently within the next year, then it is worth considering applying for a EEA Residence Card (before Brexit date, whenever that might be), as this will allow you visa-free travel to EU countries if accompanied by your wife. This card will be valid until December 2020, which still gives you a good long year of visa-free travel (Costst £65, so up to you to decide on balance of benefits).
Keep in mind you still need to apply for the settlement scheme by 31st December 2020 if you plan to stay in the UK beyond June 2021, regardless of you having a EEA RC.
