FLR to Tier 2 Work Permit

Dear all,
I was on Tier 2 visa which was expired in April 2018 and then I submitted FLR HRO application. I have no visa at the moment, my question is, is it possible that I can apply another tier 2 visa now, if yes then which one would be more easier for applying within UK or I should go back to my country and apply from there ? As the job company is showing their concerns that if i don't have any visa here then they can't offer me the job.

You need to apply from home country.

Thanks for your advise. Just wondering,
1- why I can't apply from UK, I mean, I don't have any rights to applying from UK ?
2- Would be there any complication for employer if I apply from my country as previously my FLR HRO application was rejected by HO.
And what would be the possible complication I would face while applying new Tier 2 application from my country.

1. You are an overstayer and have Jo legal residence.

2. Possibly I don't know, due to your long period of overstay.

How have you been supporting yourself financially?

I received the decision 2 months ago then i filed JR and awaiting for the result. At the moment, I m using my savings.
I have been interviewed in a company and they are offering the job. Usually they do the sponsorship as well but as I don't have any visa, they are having concerns that how they can process COS if I leave UK.

They apply to ukvi at the monthly allocation meeting for a restricted cos. Presumably rlmt has been completed?

I have no idea about that and they didn't discuss above with me.
