Registering a civil partnership

Hello,
I am working in the UK - with a Tier 2 Visa.
My partner and I (same sex) wants to form a civil partnership so I can apply for a family visa.
Would be happy to get some tips and comments about the process as it is not clear how to switch from a Tier 2 visa to family visa.
Should we register first as civil partners? from what I saw it is not the same process for a partner which is subject to immigration control.
should we apply as fiancé, fiancée or proposed civil partner just to get the premonition to form a civil partnership?
should it be first with the Home office or the local council?
