An 'international company' is not defined in the rules or guidance, but a common-sense definition is that it has a clear and provable presence in at least two countries, for example on its letterhead, website or through a Google search. In the High Court case of Kisuule, the judge held that a petroleum company that traded in the ‘East African region’ was not an ‘international company’ because “The only office shown on the writing paper has an address in what appears to be an industrial estate in Kampala”:
