If someone is visa free national or holding a valid visit visa with pending spouse visa application then it will be extremely harder to enter. UK sponsor is free to travel.
Considering both UK Visas and Immigration and the Border Force fall under the Home Office and that you provide passport details with the visa application, yes, it's fairly easy for them to check when you enter the UK and they definitely would be doing this. I'm not aware of a law against entering the UK while a visa application is being processed and there are threads here where some have done it, but there are equally threads of people being refused entry. The issue is that for visit visas you have to convince the officer that you will leave the UK at the end of the visit, which becomes difficult to do if you have already shown an intent to want to stay in the UK by applying for a spouse visa.
