Settled or Pre-settled?

My husband was recently granted the pre-settled EUSS residence card after having completed and submitted the paper form available for Surinder Singh applicants (EU Settlement Scheme BC - EUROPEAN SETTLEMENT SCHEME BRITISH CITIZEN).

My question is we've been married since November 2013, but we left the UK to live in Ireland May 2015 after having not met the income threshold and losing our appeal. We continued to happily live and work in Ireland until the Brexit heat up, when we decided to return to the UK, January 2019.

So do they class the 5 years from when we married in the UK? Or 5 years from when we returned on the family permit issued via Surinder Singh? He initially entered the UK June 2010.

Timeline:

Arrived in UK: June 2010
Met BC: November 2010
Married BC: November 2013
Moved to Ireland: May 2015
Returned to UK: January 2019
