Questions on spouse visa &marriage

Hi, I was wondering if someone could shed some light please.

1. I am giving notice next week to the Registrar to marry my Indian partner who is studying in the UK, he is currently on a Tier 4, student visa.
Can someone please explain the 70 day rule? I am really confused about this. As he isn’t British, I have been told that the Home Office will definitely take 70 days to investigate.
Is this true? If everything is genuine, if he has no bad record, can they take less than 70 days to give us permission to marry?

2. I am currently working and earning more than £18,600. I have been earning more than that for 3 years now. However, my current job is at risk of redundancy (bad timing I know)
If I find another job which pays more than the £18,600 – would that be ok? I can show payslips from my previous and new employer?
Also, I have cash savings of over £40,0000.
