Spouse visa query

I want to ask this question on behalf of my friend, she came to uk in 2008 and she has Indefinite leave to remain in the uk, she got married in 2009 due to some problems her husband is still in Pakistan, she has 3 childrens who are British citizen. And now she want to apply for her husband to join her in uk, can anyone answer dose she need to earn the same amount £18,600 a year or more.
