Registering children

Hi, I have recently received long residence ILR and previously was on Tier 2 visa . I have two kids, one (age 11) who was born abroad and has been in UK for 10 years and other (age 9) who was born in the UK. I had issues related to my husband's mental health and domestic violence and he left UK several years ago and children live with me and are my tier 2 dependants. I have the following questions.
1. I am soon going to apply for the younger child born in UK to register as British citizen. Can I do the same for my older child born abroad or do I need to apply for ILR first? I have read that you can register children born abroad as British citizen on Home office discretion on base of exceptional circumstances. Can I do this or is it best to apply for long residence ILR .
Another option is including the child in family application when I apply for citizenship next year but that is again at home office discretion. please advise what is the best route that is less risky and less expensive
2. I will attach letters related to mental health issues of my husband, cover letter from myself, supporting letters from GP and school for children's application. If kids have been able to get tier 2 dependant visa in absence of their father, hopefully, there should not be a problem in getting ILR/being registered as citizen?

1. No, the child born abroad requires ilr and can apply for British citizenship when you do. Children born abroad have no entitlement to register as British. Les risky is get the child ilr and apply for child when you do.

2. Correct.
