Query About naturalisation and Dependent application

Hello Everyone,
I have query about my daughter application. Basically when She born in the uk In 2014 I had tier 2 general visa and I dropped her back home (Pakistan) in 2016 and she is living there with her grandmother till today Now I got indefinite Leave to remain.So My question is
1) Is she eligible to apply for the naturalisation as British citizen because she was born in the uk but the point which make me confused that she is currently not in the uk??
OR
2) Should I apply entry clearance for her??

If I will apply for entry clearance then which application Form I will use??

1. Children are registered as British. Only adults are naturalised. Yes you can apply if she is out of the UK.

2. Your choice if you want to spend £1533 on a visa.
