Can't book ceremony because council hasn't received my records

I received my approval letter last week, and today (10 February 2020) I received my citizenship ceremony letter. It's dated 05 February 2020, but when I tried to book the ceremony online and on the phone I was told the council hasn't received my records yet and to call them tomorrow afternoon. Is this normal?

It can take a week or so.

Strange, it says up to 2 working days on the letter
