You are wasting your time with this plan. I give you 1% chances.
First of all, your plan requires you to make a misrepresentation when applying for the Tier 4. You tell them and act as if you are coming to the UK to study on a Tier 4 but the goal is only to get entry before applying under an EEA route.
Anytime you hide something from the Home Office, you need to think that they have the power to make you pay for it at one point. You may think you are smarter then their casewokers and it could be true, but they processed millions of applications while you are just going to apply once. So in terms of experience with contrived plans, you ain't going to beat them.
UK already left the European Union. While EU Regulations are theoretically still in force, in practice, they are getting weaker and weaker especially anything around extended family members applications.
This is probably not what you want to hear and I am probably not the nicest person on earth, but the last thing I want is you crying here in 18 months after exhausting all your venues in the UK.
