Extend Tier 4 visa question

Hello,

I currently have a Tier 4 student visa that expires on 16th August 2020.

I want to apply for a Masters at my current university having been in the UK since September 2019, studying a Bachelors degree, which I obtained - therefore meeting the academic progression requirements.

I will soon have my CAS letter, I have the finances and I have the accommodation.

The only issue is that there is a 29 day gap between my new course starting (14th September 2020) and my current visa expiring (16th August 2020). Normally, there should be no more than a gap of 28 days. However, due to the current COVID situation, it has been hard for me to go back to Morocco as I have only just received my university result and Morocco’s boarders have been closed and the visa application centres there closed. I want to apply from within the UK. Will being 1 day out affect my application? Thank you for your support.

Normally yes, but there is a concession to allow it, if you apply by 31 July and show that it is "urgent" that you apply under this concession. See UKCISA's information on "Applying in the UK when this is not usually possible":

Lastly, by “applying”, does that mean submitting the application on gov.uk and paying the fees or does that also mean submitting the biometrics at the center?

Applying means applying and paying online, which is the date if application. Biometrics appointment date is not relevant to this.
