Covid-19: Switch Visa within UK

Hi all,

I am now staying in the UK with a Tier 5 Youth mobility scheme visa which will be expired by the end of 2020. Due to the outbreak of coronavirus, I could not go back to my home country to apply for a new Tier-4 Student Visa for my study in the coming September.

As the government has recently released a concession allowing "application to long-term visa within the UK when is it not usually available", may I ask if I am eligible to apply for a in-country switch under this circumstance?

If so, may I know how should I apply it from?

There is no restriction on traveling to Hong Kong.

The exemption to apply within the UK is for those who are unable to travel due to restrictions/closed borders.
