Spouse visa FLRM financial requirements

Hi all!
This is my first time posting here and any validated information or personal experiences would be useful in regards to my query
I applied for FLRM for my spouse which got refused on financial grounds.

In short I am interested to know if anyone has been able to use part of PGCE bursary or any other postgraduate course bursary towards the financial requirements and if so was there any issues to prove etc.
In the FM it states maintenance grant or stipend (assuming stipend) being the academic bursary
It should be okay to use it showing the relavent documentation.

Where an academic maintenance grant or stipend is, or will be, paid on a tax-free basis, the amount of the gross equivalent can be counted towards the financial requirement. The person must be currently in receipt of the grant or stipend or will be within 3 months of the date of application, and the grant or stipend must be payable for a period of at least 12 months, for at least one full academic year, from the date of application or from the date on which payment of the grant or stipend will commence

A bursary and a stipend are two different things. For appendix FM, you can use a stipend, which is a grant for living expenses. A bursary is for the cost of your tuition course, which you can't use for appendix FM.

Reference i can make is to undergraduate grant which was used but application was not successful. When brought to attention of HO, the error of caseworker not factoring it in as part of the financial requirement was admitted by HO.
It appears not much of HO know a grant can be used under Appendix FM.

Academic Bursary is always in addition to loan given by the STUDENT FINANCE ENGLAND to cover the univeristy fee. In my case bursary from the institution is all extra after loan company pays for tuition fee and the living expenses as loan

Academic bursary is tax free which is not to be paid back or has tax on it

Would you say now bursary can be used towards financial
Requirements?
